According to screenwriter Robert Towne several action sequences were already planned for the film prior to his involvement and before the story had been written. Ian McKellen was offered the part of Mission Commander Swanbeck but turned it down.

This movie could have been 40 minutes shorter if you cut out all of Cruise’s self-admiration. The masks in the first part were more real than these, you believe them more. The plot here is spread thinly and is not so interesting. And this love story is also far-fetched.
